Sadsbury Township Planning Commission, May 10, 2017

The Sadsbury Township Planning Commission meeting was held on Wednesday, May 10, 2017 commencing at 7:00 pm.  Chairman, Jane Heineman called the meeting to order.  Present were members, Tim Sarbaum, Ron Yen, John Lymberis, Supervisor Liaison, Mr. Hensel, and Township Manager, Mr. Walters.  Carlyle Rivers was absent.

A moment of silence and Pledge of Allegiance were observed.

Mr. Sarbaum made a motion, seconded by Mr. Yen, to adopt the minutes of the January 2017 meeting.  With there being no questions from the public, the members voting “aye”, the motion passed unanimously.

Michael Gill, from Buckley Brion, came before the Planning Commission to discuss Sadsbury Commons Preliminary Land Development.  The Sanitary Sewer is moving forward, it will move toward Route 10 to Julie Drive into the Pennsylvania American collection system.  The traffic issues are in continued talks with Penn DOT and coordinate with West Sadsbury Township.  The connector road remains a feature on the plan and will be constructed.  Phase 1 of the project is the LGH Hospital office building.  Phase 2 is consistent with the plans received for the Conditional Use Approval.  There will be a resubmission of the preliminary land development plans different than the plans submitted in April, and will have answers to Jamie MacCombie’s comment letter.  The size of building “A”, will be reduced and adding a building “T”.  The resubmitted plans will have the approved square footage from the Conditional Use of 444,000 square feet. The layout of the sight needs to adhere to what the tenants want.  The Conditional Use allows buildings to be moved around. No leases have been signed yet.  The building “T” will be a tire store.  The Horse and buggy location needs to be placed in an accessible area, and not stuck out of the way.  Mr. Gill will provide Jamie MacCombie with additional information about the retaining wall.  The Open Space requirements will be met.  Mr. Gill agrees the Township should engage a Landscape consultant to do a landscape review.  Mr. Gill will have a discussion with Jamie MacCombie concerning infiltration for each phase.  Mr. Gill would prefer the Fire Marshall see the plans in their early stages. Mr. Gill is meeting with PUC concerning sewer in the area.  The Western Sewer District is bigger than the Mast properties, it includes other properties, but is being paid for by the Masts and Sadsbury Commons.  The internal sewage collection system built on the property will be dedicated to the Township.  The connector Road will be owned by the mall; there will be no dedication.  Mr. Gill will bring the resubmission back to the Planning Commission when the review letters are ready.  Mr. Gill would like feed-back from the Planning Commission on the “park and ride” and the buggies.  The Planning Commission has made a request that Sadsbury Commons obtain Menke and Menke to do a Landscape review.

Mr. Hensel stated there is a meeting at the Wagontown Fire Company tomorrow night at 6:30 to discuss the western section of the by-pass at the Route 30 intersection.

With there being no further business, Mr. Lymberis made a motion, seconded by Mr. Sarbaum, to adjourn the meeting.  With there being no questions from the public, the members voting “aye”, the motion passed unanimously.
