Sadsbury Township Planning Commission, June 14, 2017

The Sadsbury Township Planning Commission meeting was held on Wednesday, June 14, 2017 commencing at 7:00 pm.  Chairman, Jane Heineman called the meeting to order.  Present were members, Tim Sarbaum, Ron Yen, Carlyle Rivers, Township Building/Zoning Officer, Mr. Lowry, Township Manager, Mr. Walters.  Planning Commission member John Lymberis and Supervisor Liaison, Mr. Hensel were absent.

A moment of silence and Pledge of Allegiance were waived.

Mr. Sarbaum made a motion, seconded by Mr. Yen, to approve the minutes of the May 10, 2017 meeting.  With there being no questions, the members voting “aye”, the motion passed.

Mr. Lowry introduced a request from Larry, David, and Daniel Newswanger to place 52.7 acres of land on Octorara Road into Agricultural Security.  Mr. Lowry stated the signs have been posted in 5 spots.  The next step is for the Board of Supervisors to pass a resolution.  Mr. Rivers asked if this will affect anyone adversely. Mr. Lowry stated no.

Ms. Heineman made a motion, seconded by Mr. Rivers, to recommend the Board of Supervisors approve to add 52.7 acres along Octorara Road owned by Larry, David, and Daniel Newswanger to Agricultural Security.  With there being no questions, the members voting “aye”, the motion passed.

Mr. Lowry discussed the review of the Floodplain Ordinance by stating that this is a proposed amendment to the Sadsbury Township Zoning Ordinance and the Subdivision and Land Development Ordinance.  Mr. Lowry stated that Mr. Wayne Grafton, Township Planner and Max O’Keefe, Township Solicitor made corrections after meeting with a DEP representative, and DEP gave their blessing.  Ms. Heineman stated she saw surveyors around the Greenbelt area and found out they were from Mr. MacCombie’s office surveying for FEMA.  Ms. Heineman also stated the Floodplain Ordinance is lengthy.

Ms. Heineman made a motion, seconded by Mr. Yen, to recommend the Board of Supervisors adopt the Floodplain ordinance, repealing and amending provisions of the Sadsbury Township Zoning Ordinance and Subdivision and Land Development Ordinance, and also per review of the consultants.  With there being no questions, the members voting “aye”, the motion passed.

Mr. Lowry stated he has met with Terry Muto to discuss opening Old Wilmington Road at Bellaire.  The plan is to put a 4-way stop at the intersection.  Mr. Lowry is in the process of a land acquisition from Bellaire for the construction of the Road Department garage.  The sewer and roads in the industrial center are not dedication to the Township.   Mrs. Heineman never thought they were to be dedicated.

Mr. Lowry stated he was directed to purchase an acre of ground for the maintenance garage.   The Township is getting 18 acres adjacent to the Township Building to use, some is wetlands and some is not; plus, a little over 2 acres in the back of the Township building.  This is 0 out of pocket for the Township.  Bellaire will pay for Subdivision and traffic light if necessary.  They will also pay for the intersection across from Morris Lane.  The trade-off is that the Township will take dedication of the sewer and roads, but that will not take effect until the Industrial Park is built-out.

Mr. Lowry stated Sadsburyville Fire Company wants the old Township building on Ramsey Alley for parking.  Ms. Heineman asked if the Township is giving them the building or selling it to them.  Mr. Lowry said that decision is up to the Board.

Ms. Heineman stated that Quarry Road is in a state of disrepair.  What Phase was it supposed to be done by Sadsbury Park?  Mr. Walters stated that Herbie MacCombie was on the road inspection with the Township and Mr. MacCombie thinks a membrane should be put on Quarry Road.

Mr. Lowry proposed two options for a Zoning change from RR to R-1 for lots in the western area of the Township where many of the lots are non-conforming under the current RR zoning.  The first proposal is a large area and includes some large parcels that are conforming in RR.  The second proposal is smaller and only includes mostly non-conforming lots.  Ms. Heineman stated that she does not want spot zoning.  The zoning change proposals need further discussion by the Planning commission.

Mr. Lowry talked on the realignment of Compass Road cutting through Harlan Motors property out to Route 10.  Tom will meet with Mr. Harlan again.

Ms. Heineman announced that Tuesday is PA one Call Safety Day held at Oaks, PA.

Mr. Rivers made a motion, seconded by Mr. Sarbaum, to adjourn the meeting.  With there being no questions, the motion passed unanimously.
