Minutes Planning Zoning

Sadsbury Township Planning Commission, January 10, 2018

 

The Sadsbury Township Planning Commission meeting was held on Wednesday, January 10, 2018 commencing at 7:00.  Ms. Heineman called the meeting to order.  Present were members Tim Sarbaum, Carlyle Rivers, Ron Yen, and John Lymberis.  Also present was Supervisor Liaison, Mr. Moore, and members of the community.

A moment of silence and Pledge of Allegiance were observed.

The regular meeting was closed to open the re-organization meeting.  Supervisor John Moore opened the reorganizational meeting for nominations for Chairman.

Mr. Lymberis made a motion, seconded by Mr. Rivers to nominate Ms. Heineman as Chairman of the Planning Commission.  With there being no questions from the public, the members voting “aye”, the motion passed unanimously.

Mrs. Heineman made a motion, seconded by Mr. Yen, to nominate Mr. Lymberis as Vice Chairman of the Planning Commission.  With there being no questions from the public, the members voting “aye”, the motion passed unanimously.

Mr. Lymberis made a motion, seconded by Mr. Rivers to approve the Planning Commission meeting dates for the year 2018 as follows:  February 14, March 14, April 11, May 9, June 13, July 11, August 15, September 12, October 10, November 14, and December 12.  With there being no questions from the public, the members voting “aye”, the motion passed unanimously.

Ms. Heineman closed the reorganization meeting and resumed the regular Planning Commission meeting.

Mr. Rivers made a motion, seconded by Mr. Sarbaum, to approve the December Planning Commission minutes.  With there being no questions from the public, the members voting “aye”, the motion passed unanimously.

Corrections to the November minutes were sent to the Chairman.

Joseph Russella from D.L. Howell and Associates representing Rock Holdings, PA, LLC, came before the Planning Commission to discuss Land Development and a waiver request.

Patrick McKenna, Attorney with Gawthrop Greenwood, stated there is a Variance Hearing with the Zoning Hearing Board on January 29th. John Rock is located in West Caln Township.  The plan is to connect the parcels in West Caln and Sadsbury Township with a connector road.  The zoning requires a buffer, the road is 24’ wide.  The plan is to take traffic off Independence Drive and connect the two to eliminate traffic. This would be a benefit to the Township. All that will be done is to carry equipment back & forth.  A presentation was made to the Board of Supervisors back in November when the project was getting off the ground.   Mr. Russella stated there was a phone conference with MacCombie’s office to discuss the plans and land development, and he is ready to resubmit revised plans.

Mr. Russella stated John Rock is a busy operation.  The raw product will be assembled in Sadsbury then transferred to the other facility in West Caln to be shipped.  There will be 30 employees in the new building.

John Lymberis asked if sewer and water were different connections.  Mr. Russella replied that they are.  The new building would need one EDU.

Mr. Lymberis asked if they are embellishing the landscape berm.  Mr. Russella stated the berm will be 8 feet tall and heavily embellished.

Mr. Lymberis stated he is glad to see John Rock staying in the Township and expanding.  It is a great success story for the Township.  Mr. Lymberis asked if the building is masonry.

Doug Howe, from D. Howe & Sons stated the building is masonry all the way around.

Mr. Russella stated there is a meeting with the Conservation District and the Stormwater Management has been worked out with David Biloon from MacCombie’s office.

There are no announcements or correspondence, and no public comment.

With there being no further business, Mr. Yen made a motion, seconded by Mr. Lymberis, to adjourn the meeting.  With there being no questions from the public, the members voting “aye”, the motion passed unanimously.
