Minutes Special Budget Supervisors

Board of Supervisors Special Budget Meeting Wednesday, September 12, 2018

The Board of Supervisors met in a special budget meeting on Wednesday, September 12, 2018 commencing at 9:30 a.m.  Chairman, Mr. Reynolds called the meeting to order.  Present was Supervisor, Mr. Moore and Mr. Taylor via telephone connection, and members of the community.

Mr. Reynolds opened the meeting by iterating to everyone that basically this meeting is to hear your “wish list” for the budget process.  Chris Herr from Maillie and Associates will be at the October budget meeting.

The Historical Society has asked for the same amount as last year $400, to pay their speakers.  This will be added to the budget.

The SPCA Contract must be signed by January 1, 2019 to get the discount of $1,639.00 a year for a 5 year contract, plus a charge per animal picked up in the Township.  There are actually no other options to handle the pick up of stray or lost animals.

Sergeant Imhoff asked if this item could be removed from the police budget.  Tammy Russell stated it could be put on Administration on the budget.

Mr. Reynolds made a motion, seconded by Mr. Moore to accept the SPCA Contract.  With there being no questions from the public, the Board voting “aye”, the motion passed unanimously.

The police would like to hire 1 full time officer and lease/purchase a new vehicle for $13,293 a year.

Mr. Taylor feels the Road Department doesn’t need any big items for the next year with the exception of a wood chipper.  The insurance will pay for part of a new chipper, but Mr. Taylor proposes to budget $50,000 for a new chipper.  Mr. Simmons would like to also put in the budget for a conveyor belt for $15,000 and a repeater for the radios at a cost of $5,000.  Mr. Simmons stated they rented the roadside mower for $5,000 or $6,000, and the mowing is good for another year.  We would only need to rent the mower about every two years.  Mr. Simmons stated the 2009 Ford is in bad condition, but could probably make it through this winter and think about replacing it in 2020.

Mr. Reynolds would like the Secretary to call Mr. Dickey pertaining to tall grass/weeds and trash at 23 Stove Pipe Hill Road.  Ms. Russel feels it should be looked into to hire a part time building/codes officer to be an in-house employee.  Mr. Reynolds stated then someone would be here for questions about zoning and permits on a regular basis.

Arcadia has in accounts $176,000 for a Township garage.  The Township would be responsible to pay for the remainder.  Mr. Reynolds would like to look into putting a garage on the grounds of Sadsbury Park, located on 1st Avenue.  It will have to be looked into, to see if this could be a possibility.

The next budget meeting will be held on October 24, 2018 at 9:30 a.m.

With there being no further business, Mr. Reynolds made a motion, seconded by Mr. Moore, to adjourn the meeting.  With there being no questions from the public, the Board voting “aye”, the motion passed unanimously.
