Minutes Special Budget Supervisors

Board of Supervisors Final Budget Meeting, Wednesday December 16, 2020

A final budget meeting was held on Wednesday, December 16, 2020 on ZOOM.  Chairman, Mr. Reynolds called the meeting to order. Present was Supervisors Mr. Moore and Mr. Taylor.  Treasurer Tammy Russell and Accountants Dan Niehls and Chris Herr.  Also present was Ron Minniger from Barz, Gowie, Amon & Fulz LLC.

The moment of silence and Pledge of Allegiance were waived.

Chief Hawley would like to make a change of line items to purchase a new car.

Mr. Herr stated you cannot make a change to the budget at this point.  You need to approve this budget as is and in 2021 open the budget for an amendment.

Mr. Reynolds will address this at the January 2021 meeting to move the pieces around.

$50,000 was moved from Capital Reserve to cover the deficit in the General Fund so 0 loss in the General Fund.  Adding the Liquid Fuels would make a deficit of $1000,000.  Mr. Reynolds noted that unless things change, there will definitely be a tax increase next year.

Mr. Reynolds made a motion, seconded by Mr. Taylor, to adopt the budget for 2021 as advertised.  With there being no questions, the Board voting “aye”, the motion passed unanimously.

Mr. Ron Minniger stated he has no specific recommendations for this year.  He should start the 2020 Audit in May.  He doesn’t see it being this late next year.  Mr. Taylor stated he will find no dipping of funds or monkey business here.  We have a staff of upstanding individuals. Mr. Minniger always wants the Board involved with the internal controls in the Township.

Chief Hawley will be sending e-mails on 2 new part-time officers.  These will be approved at the January 4, 2021 Board of Supervisors meeting.

Mr. Reynolds wants these additional officers to control the overtime.

With there being no further business, Mr. Reynolds made a motion, seconded by Mr. Taylor, to adjourn the meeting.  With there being no questions, the Board voting “aye” the motion passed unanimously.
